It's been a bit quiet as of late, hasn't it?
I wonder how long it'll be this way.
[It's short, simple and to the point. A good way to gauge reactions from people -- who likes the quiet, who misses excitement, who is skeptical it'll last much longer. In any case, it's time for him to get on with his business.]

[He takes a seat and surveys the office setting, finding it to be much more professional than the rooms he uses to put together evil schemes.]
This is quite the impressive hidden office. No one would ever think to look here!

[There's a slight chuckle to his voice as he opens up one of the cabinets and pulls out a couple of cups. He looks over, smirking.]
A few days. Really, I knew exactly what I had in mind upon arrival in New Bark Town - it made arranging this much, much easier.

[He's not expecting an answer, but it couldn't hurt to pry.
Days? At the soonest, it took him weeks to secure and set up a location.]

[Well, that’s definitely not a friendly smile. Still, he’s seen worse, and his mask does a wonderful job at hiding the slight nervous expression on his face.

[He had a feeling that wouldn't work; he knew that much. But he preferred to be courteous to someone he had good business relations with. In any case, he nods with narrowed eyes, handing the file to him.]

[He sits back in his seat, a smirk on his face and he nods.]

[Since they’re in private and he trusts Izaya for the time being, he won’t bother denying his involvement or anything like that. ]
As you may or may not know, Rockets arrive in Mahogany Town instead of New Bark Town. Upon arrival, their packs contain an introductory letter and a handbook.
[The Commander reaches into his bag and produces several pages containing selected passages from the handbook and a copy of the letter with his name blacked out. None of this can be traced back to him, and none of it is particularly interesting. It’s mostly generic Rocket statements about using Pokémon for nefarious purposes and obeying every order issued by the commanding officers.]
I’ll let you look these over before we continue.

[He takes the paperwork, looking it over carefully. He's making mental notes of all the information; he definitely wants to have multiple copies of this for reference. And blackmail. A lot of the latter, if need be. Of course, he doesn't say that - even though the information is generic, it's helpful as an "outsider."]

Now then, upon arriving, if no orders are given, they’re typically allowed to wander off on their own. As you can see in those papers, orders are expected to be followed to the letter. No exceptions. However, aside from one incident, they seem rather lax about checking to see if anyone actually follows them. If I were to ssssssum up the leader’s personality, it would be as short-tempered, incompetent, inefficient, and idiotic!
It’s a shame, really. All the necessary resources to conquer Johto are there, but the horrible leadership is what truly handicaps the organization.
